The Potter’s Key subdivision at 6111 and 6141 Hazeldean Road is set up for two future parks to be built and Minto has opened the public consultation period for each on the City of Ottawa website this week!

 

Joe Lewis Park will be a 0.97-hectare neighbourhood park located off Eagle Crest Heights, between Overland Drive and Samantha Eastop Avenue.  The proximity to Feedmill Creek to the south of the park will influence the theme and character of the park by bringing a naturalized area into the park. A significant portion of the wooded area within the park block will be retained.  A multi-use hard surface court, play structures, sand play and passive recreation (pathways) are being proposed for construction within the future park.

 

Eaglehead Park will be a 0.37-hectare parkette off Eaglehead Crescent, north off Kimpton Drive. The park is located directly adjacent to Feedmill Creek, and will connect to the recreational trail system to be constructed south along the Feedmill Creek corridor. A themed climbing structure, a duel saucer swing and other play structure amenities are being proposed for construction within the future park.

Fringewood Drive Road Modifications Approval

I would like to take a moment to thank all residents from Fringewood Drive who have recently reached out to my office and attended the public meeting with recommendations on road improvements. I have shared your comments with City staff and this week, I am pleased to share that I received word back from the City.

 

Staff will be posting information about the Road Modifications Approval project on the City’s website on Monday, June 11th, for approximately 4 weeks for public consultation. This report provides the background, rationale and description of the improvements proposed for Fringewood Drive based on feedback provided by my office on behalf of the community. As discussed at the public meeting on May 1st, the proposed project consists of:

  • A new concrete sidewalk on the west side of Fringewood Drive from just north of Azurite Crescent to Harry Douglas Drive; and
  • A new asphalt paved shoulder:
    • On the east side of Fringewood Drive from just north of Azurite Crescent to approximately 180m south of Hazeldean; and
    • On the west side of Fringewood Drive from just north of Azurite Crescent to approximately 65m south of Hazeldean Road.

 

The new sidewalk will be located along the alignment of the existing curb. The paved shoulders will be constructed by paving the existing gravel shoulders and striping an edge line along the road.

 

The proposed changes to Fringewood Drive will:

  • Improve conditions for cycling;
  • Improve bus stop access; and
  • Improve pedestrian safety and comfort by providing a better space for walking.

 

The project is currently in the planning stage. This will be followed by the design phase starting later in 2018. The schedule for construction will be determined as part of the design phase.

Fernbank Road Watermain Construction

Municipal Consent has been granted for work to commence at the Fernbank Road Watermain.

The project is located on Fernbank Road between Shea Road and the Hartsmere Drive/Liard Street intersection, approximately 200 meters West of Shea Road. Work on this project involves construction of approximately 500 meters of 400 mm diameter including valves and the removal of approximately 250 meters of existing 200 mm diameter watermain on Fernbank Road to service the proposed Davidson Lands residential subdivision located on the south side of Fernbank Road.

The new watermain will connect to the existing main just east of the Hartsmere Drive/Liard Street intersection and extend to provide three connections to the Davidson Lands watermain system. The five existing residents on Fernbank Road will be fed by a temporary watermain during construction and reconnected to the new main.

Construction is anticipated to begin this summer, tentatively scheduled for July 3-November 23 (weather permitting).

Bus Detour at Stittsville Main and West Ridge

As residents may be aware, the intersection of West Ridge and Stittsville Main will soon be undergoing modifications, resulting in the access from Stittsville Main to West Ridge being temporarily closed.

 

Route 162 current uses this this access and will require a detour from Wednesday, 23 May 2018 (07:00) through to Thursday, 21 June 2018 (18:00).

The proposed detour, as shown in the image below, maintains service to the West Ridge community between Stittsville Main and Fernbank. Unfortunately, given the constraint of the local road network, the detour would introduce transit service to streets that do not normally have transit service, specifically along Eckerson and Cresswell, and three bus stops would be missed. A temporary stop would be added on West Ridge at Traditions Park to maintain service coverage within the community. The image below details the detour routing, the temporary removal of service, and affected bus stops. This will require seven weekday trips and fourteen Saturday trips to operate on this detour.

Staff estimates that this will impact approximately four Route 162 customers, who currently use the bus stops on Fernbank or Stittsville Main Street.

 

It has been determined that parking would need to be removed along the south side of Eckerson and the east side of Cresswell in order to allow buses to safely maneuver through the community. In addition, the contractor will be required to complete a mail drop to all affected residents in the area advising them of the temporary introduction of buses on their street. Staff will ensure that the detour information is listed on the OC Transpo website, and notices will be posted at all affected stops directing customers to the next available stop.

Tow Truck Demonstration on Huntmar

I have been advised that a demonstration will be taking place the morning of March 5th at City Hall (110 Laurier Ave W [9:00-11:00 AM]), and the Ottawa Police Services (OPS) Stations on 3343 St. Joseph Boulevard (7:00-8:30 AM) and 211 Huntmar Drive (11:30-3:00).

 

150 tow trucks will be travelling from one location to the next and operate according to the rules of the Highway Traffic Act. Each demonstration will be limited in front of the sidewalk.

 

The demonstration will take place on the temporary sidewalk on the east side of Huntmar in front of the police station. I have followed up with City staff and OPS to ensure that access remains open to residents of the area who choose to commute through to the 417 on Huntmar. I recommended to staff that demonstrators work with the Canadian Tire Centre for their parking arrangements during the Huntmar demonstration.

 

I advise residents to plan their route accordingly should they require use of the highway exit at Huntmar Drive around this time.

Installation Work on Warner Colpitts Lane

I have been advised that Telus will be conducting work on 10 Warner Colpitts Lane from March 2- August 2, 2018.

This work involves the installation of a 971m of 38mm conduit and (4) handwells for Telus to enhance their existing system. There will be minor traffic disruptions but Telus will be required to submit for a Traffic Management Plan (TMP). I will share this plan with the community when it is available.

195 Huntmar Lands Tree Clearing

I have been advised by City staff that the applicant has adequately rationalized the need for tree removal at 195 Huntmar and a tree permit is expected to be approved within the next two business days for the area highlighted in blue on the Property Location Map (see below).  A partial tree buffer along the eastern boundary will be retained. The permit will allow for the removal of all the trees within the block. An Environmental Impact Statement and Tree Conservation Report was supplied along with supporting geotechnical reports.

Tree removal is necessary to accommodate the substantial earthworks (filling/grading/soil loading) required within the on-property portion of the Feedmill Creek flood plain. Mississippi Valley Conservation Authority has approved the earthworks which are expected to start as soon as tree clearing is finished. Access to the site will be off Palladium Drive. Approvals from the Province (species at risk) have been granted. Future permits requests are expected for this development.

 

I would like to remind residents to please exercise caution and avoid this area.  I know some residents enjoy walking in these areas but please remember all the lands in this area are private property and there is now some pre-development activities being done on this land.

Neil Avenue Closed from Jan 4-Jan 19

Please be advised that Neil Avenue will be closed from McCooeye Lane to Stittsville Main St from Thursday, January 4th to Friday, January 19th.

 

The contractor, Capital Site Development Inc. will be connecting new services for 6130 Hazeldean Road.

 

Local and emergency vehicle access will be maintained and the impact to traffic is expected to be low.
